I just explained it. We can't pursue ISIS into Syria to finally destroy them at Raqqa if that's up.

Russia has that system in place to stop us from doing so. ISIS does not have aircraft.

Well when the US has said countless times how they want to impose a no fly zone over Syria, another sovereign nation, and would shoot down any Syrian or Russian jets. So I can see why they'd put anti aircraft system in place.
