Obviously they have been shit since ODST, but it still blows my mind that they can waste that much money on a game and have it flop that hard.
They've been mediocre since after Halo 2, and comlete shit since Halo 3. ODST was developed by a small team at Bungie, which says a lot.

All of your arguments seem to just say that developers are lazy on PC.
Which is why there needs to not be a single console, just console fluidity, and the reason consoles need to be able to compete with PCs, which they cannot right now, proved by how lazy developers are on PC.
Lack of competition breeds laziness.

Human error isn't the problem.
Well I and many others have been able to run it on Windows 8, so clearly it is possible, and failure to run is directly related to something that the user is not doing, such as tweaking the ini file.
I didn't say it wasn't possible. There's people running it fine without ini tweaks, so user error isn't the issue. Running a game on an OS it wasn't intended for is the issue.
