It's not P2W. You earn REQ points after every match which are used to buy REQ packs.
There's only cosmetics for arena.
Warzone REQ packs are similar to burn cards from Titanfall and the packs from ME3 MP.
It's still a garbage system and promoted a Pay to Win gameplay. If something you get with REQ gives you a direct edge over your opponent AND you can buy them with money the game is immediately Pay to Win.
This system is handled pretty well. Nobody actually has a direct advantage over anyone.

The DLC is free, so we knew they were going to add microtransactions in some way.
The good thing is that it's only for Warzone, and the arena is completely unaffected by this.
