Of course, from an IRL standpoint, I imagine it simply isn't feasbile to spend mass resources building weapons, vehicles and armour for a faction that is lookign to only appear in 3 or 4 missions out of a total 15-ish. That's literally the reason why they're how they are. GrimBrotherOne made a post a while back on the subject, and went into detail about it not being feasible, but it was something they wanted to do. It's kinda like Halo 4's intro using Chief's new armour design in place of actual MKIV, and how the BR85HB is on board the FuD instead of the BR55HB. It's to save on resources.

Humans like the Chief have geas within them. These geas contain ancient shit that connects them to old Forerunners long gone. Like Chakas' connection to the Lord of Admirals and stuff.
A bungie employee even stated that the original intention was that the Forerunners were humans.

@HaloArchive I mean, the Precursors never existed before Halo4, at least at Bungie. Much of the fiction in Halo4 is pretty new. Good stuff! That's from Paul Russel, he was part of the Halo team at Bungie from 1998-2010.
primordial is mentioned in halo 3's terminals. anyway, we aren't talking about the precursors here. we're talking about how humans were never forerunners.

Double-buffer v-sync means that it'll lock to 30fps from 60fps if it drops a frame, which isn't very common in TPP. Besides the drops, everything is 60fps. Double-buffer V-sync is anything that goes into 60fps. So if it drops to 59, it'll lock to 30fps. If it drops from 30 to 29, it'll lock to 20 and so on.

Digital Foundry PS4 & Xbone hands-on tech analyst.There's screenshots in the article, so if you want to be 100% dark, don't read. Summary: -Rock solid 60fps gameplay on both PS4 and Xbone. -PS4 is cursed with double-buffer V-sync (kojima why?), causing rare drops and locking to 30fps during cutscenes. -Xbone handles cutscenes slightly better because it doesn't have double-buffer V-sync, and drops to about 50fps during cutscenes, which again, is rare. -PS4 has better image clarity because of 1080p (which is a given). FOX engine putting in work, yo'.
