Partially, a robot is basically following orders without questions, a cyborg may look robotic but he has a brain, he can think, he can choose what he wants to do, Robo-Cop is a good example. Yes he started off as being a robot but in time he started to change and fine out who he really is.
lol i know what the difference is it doesn't matter if he's a cyborg or a robot. his body is robotic, therefore he looks and moves in a more robotic way.
