You guys are hypocrites. You praised 343 for making Chief more human in 4. And now that he's finally being fleshed out and given more characterization we only get him for three levels, and you're completely fine with it. I'm not saying I don't like Locke, but it is terrible for him to have a 12:3 ratio to Chief.
Shut up you idiot. Blue Team's missions are like twice/three times as long as Osiris'. Nor is it hypocritical. Just because we aren't playing as Chief for the majority means fuck all. He can still be fleshed out as a character. You don't need to be playing as him for that.
