Uh, why? If there's only one command in the game, then sure I guess. Otherwise, it'd make sense to have the different commands mapped to different keys, and whoever is in the best place to do the command does it. Assuming it's a thing one teammate does at a time.
There's two commands. Get them to revive you, and highlight an enemy or weapon. If each Spartan was tied to separate buttons you could command them individually instead of all of them flocking to do the same thing. If I highlight a weapon, I can't specifically pick who I want to have it. If I need reviving I can't specifically pick who I want to revive me. It just makes more sense than the single button does everything type deal we have.
