Fallout has things that want to kill you, but there are also big cities and factions you can join, as well as a shit ton of loot if you choose to become or kill a raider. People carry their shit with them, so killing people would be lucrative. You could do that, become a merc, or grow your tatos to make a living.

The film is primarily visual, the plot is just there for the sake of having a plot.
