How are the cops supposed to get the IP address? Also, an IP address isn't coordinates, and even then they wouldn't be 100% efficient. You can only guess the area if you have an IP address, and if you had coordinates and the person was living in an apartment block, then tough luck; you'd have to go even further.

Besides, I was just using murder as an excuse. You should already have gotten the answer to your initial question, but in case you haven't:
If a person sees Jive Turkey's account they can look him up. If a person sees Jive Turkey's alt they can look it up, and maybe come to the conclusion that they might the same account. If they ask Cheat for the IP address he wouldn't give it, and if they asked Jive he'd know that he has a stalker, and he wouldn't have to answer it. If confronted about a thread, he could say it wasn't his, and also accuse the person of stalking, which automatically gives him a reason to tell her to fuck off.

the cops could force cheat to reveal ip address in the necessary case, and identical ip addresses could be used as evidence

IPs can be traced, but not really in the way you think they do. a person's IP address usually changes periodically mostly because the ISPs dish out dynamic addresses instead of static. so most of the time when someone does something illegal online  the law usually gets the IP and goes to the ISP. because IPs dont give away your EXACT position.


also, an IP can be easily changed, a MAC address, not so much.
