I would have to say yes, I think that could turn out pretty great. Exploring with friends in the ruins of Russia sounds like it would be a ton of fun.

A day/night cycle would be neat too, more dangerous mutants would come out and you'd have to spend the night in the tunnels.

Weather would be more violent, radiation could be pushed into different areas by the wind, and the threat of more mutants would be present as well.
Every survival horror that's come out lately seems to advertise like that, and it never ends up like it should.
