They just aren't fucking viable in pvp at all. I don't use a shield for blocking at all unless somebody gains phantom range, but 90% of the time I use one for blocking spells.Rebel's Greatshield is god teir with 93% resistance to every form of damage in the game, except for physical, which is 78%. It's a great all rounder emergency shield for every single damage type out there.
