What Defines a Game from an Interactive Movie?

emphasis on a dramatic story over gameplay

Emphasis is a bit of an understatement, I think. It'd have to be a total imbalance. To use your example of Mass Effect, the first had a large story emphasis, but... it's an RPG. Most RPGs have a story preference. The gameplay was shitty, I'll admit, but there was a lot of it.

Mass Effect 3 had an option to completely skip the gameplay and all the story choices to be "super cinematic", so I wouldn't argue over it being called a movie-game. Mass Effect 2 also, to an every-so-slightly lesser degree.

Telltale games are interactive movies.
Heavy Rain is an interactive movie.
And from everything I've seen, The Order: 1886 is an interactive movie. There's nothing wrong with them though as long as they are advertised as such. Calling a spade a spade, really. Otherwise you're misrepresenting the content.

From what I've seen and heard The Order 1886 is a 5 hour one.
I hope its not. If it is, expect anger.
Apparently there's 3.5 hours of cutscenes and 1.5 hours of "gameplay".

Point and click just so happens to be the easiest way to make an interactive movie. Not that they're mutually exclusive, Myst definitely isn't an interactive movie. I'd label TWD an interactive movie, for example, because of two things:

1) Failure states return you to the exact moment before the failure; there is no detriment to failing in a majority of cases.

2) The gameplay mechanics are pretty simplistic, even for a point and click. The puzzles require a bare-bones knowledge of logic, and while the dialogue system was a good innovation to maintain an atmosphere of pressure to respond and immersion, it still isn't exactly a tough management. All the mechanics are present in a state to keep you immersed in the character, so that "you" are Lee/Clementine. In that sense, it keeps you in the experience.

For those two reasons, I'd call it an interactive movie. Good ones, at that.
