Theyre providing a legit reason for someone to buy the collectors addition and a digital copy without having a physical copy they will never need.

No problem here, if you dont like it dont buy it, obviously.

That's a good idea. I'd never be suckered into buying garbage like that, but those that would be might enjoy the chance to do so without buying another copy of the game.
