I've honestly never seen someone try to justify a bad game's quality with this statement.

This is an old thread, but I just had the conversation with someone the other day. I said that Smash 64 kinda sucked, and someone was like, "How can you say that? WIthout 64, there would be no Melee."

Maybe they're looking at it from the perspective of the significance or importance of the game, instead of how good it necessarily is. Instead of taking the statement to mean "It doesn't play well," it's interpreted as "Everything about this game, and anything it spawned, is bad." And that's inaccurate, because if you say "Smash 64 is bad," it should be assumed that you mean the actual game itself, not its importance in the history of a gaming franchise- But I can see how it might be misinterpreted.

Lemon probably has at some point

A bad game that spawned a good series/future installment isn't, and shouldn't be perceived to be any better than its standalone counterpart.

My opinion of Smash 64 aside, it suffers from one of the worst cases of fighting game syndrome in gaming, where it's incredibly slow and boring to play until you have a firm grasp of what to do. Even being a competent player of other Smash titles doesn't really help much, and the fact it paved the way for Melee doesn't change the fact that it's ass to play on a 64 controller.

I don't think that a bad first installment should "get a pass", but I do believe that developer's deserve a second chance. You have to start somewhere, and not everyone strikes gold the first time. Mass Effect comes to mind. I love that universe, but the first game is the weakest, in my opinion. That being said, ME 1 wasn't a bad installment, so maybe that doesn't exactly apply to what you're getting at.
