I actually really like the idea. Modding can often require a lot of effort and it's cool to see developers recognizing this by allowing content creators to be rewarded for their time.
they're only getting 25% and that money is apparently being given to them in Steam dollars. Basically Valve is making 100% of the profit since they never actually have to pay anyone for their work.

Valve clearly states that modders only get 25% on their information page.
you've never seen a professional mod if you think having to spawn it into the game via console is anywhere near professional.

It's the creator giving players a specific way to spawn the item.
Shitloads of mods just add equipment to the game files without any hint of where or how to get them.
And there are more convenient ways to do that; spells or just placing it directly into the inventory.
