The bobbleheads are more than likely just an exp bonus to the skills. We've yet to see an actual demonstration of the RPG features. What matters is that skills are definitely going to be in the game.

the visuals are gorgeous, it looks better than a Bethesda game has any business looking. Customization looks really good too.

Everything else is shit.

They didn't really go in depth with it though. You are mostly going off of one screen shot.

Nothing wrong with a voiced protagonist or settlement building.

There's literally nothing wrong with a voiced PC with a backstory. The only thing that bothers me is what looks like a restricted dialogue wheel. The only argument against it is "not muh fallout" at this point.
