Actually there is quite a bit of lore of things going on in other countries. I wouldn't be opposed to it taking place in another country.

Because the whole series literally is about America and more specifically the perception of the American public back in the 50s and 60s. Everything ranging from music, to the cheesy-style of adverts and consumer products, to the sci-fi of robotics is all American and the basis of Fallout.

Not taking place in America wouldn't be a Fallout game, it would be some spin-off game. It would be like if a Halo game was made all about the Interplanetary War. It wouldn't truly be Halo because Halo is about the story of Chief, the Covenant, and the Forerunners

Only if you care more about explosions and spectacle than a well-written game and gameworld. One that actually gives you things to think about instead of just going "LOOOOOL EXPLODING HEADS AND GORE LMAO WERE SO GOOD AT DARK HUMOR LOL!"

Even from a gameplay standpoint New Vegas is objectively superior.

You described the basis of New Vegas. F3, while having less side-quests and locations were made up in part of those side-quests and locations being far more memorable and meaning compared that to New Vegas.

Only thing I'll give New Vegas credit is the weapons (customization, large selection, unique skins), crafting, and factions (although it was pretty lack-luster based on the quests)

Fallout is also about survival and living in a wasteland. New Vegas took this feel away by having settlements and people close together along with ammo, clothing, weapons, aid, and food easier to find which also takes the challenge out of the game. Don't forget the ease of earning money takes away the challenge

The defense I give to the game being in other countries is when you look throughout the Fallout lore there are so many little hints about what's going on in other countries. There's a wide open door to explore those little hints. I only wish Fallout Extreme hadn't gotten cancelled.

And that is why DLC is made. Operation: Anchorage allowed us to experience part of the Great War and learn a bit of things outside of post-apocalyptic America without taking the main setting outside of America

Texas and the Midwest have been done.

That's why I said expand. F:BoS has been stated as non-canon by Bethesda, though some elements don't contradict previous placed out lore. Another game could be made making correct canonical information.
