If you give 343i your money for a full product whilst only getting a fraction of it, that removes the incentive for them to make Forge good. Even if they're delaying it specifically to make it good; if they have your money already, the need to improve forge isn't there. It's cheaper for them to do as little as possible than go all-out.

Or better yet delay the game to ship it with a working Forge mode so he can still make a 40 minute long sermon about how the delay makes 343 an incompitent team and that because a couple of pixels on the inside a random forge piece are discolored that it means Halo 5 is dead and 343 have destroyed Halo because of it.

Let's talk about supposed "cut content" A lot of people believe all DLC for any game is cut content. Once the cut content train on Destiny got rolling, even more people talk about it now. The fact is, most gamers don't know how game development works, and definitely don't know the situation for each individual studio. Let's talk Destiny. For whatever reason(Activision is Satan is usually the scapegoat), the story was changed, substantially, so much so that it resulted in a year delay. It's highly like entire gameplay systems were removed, and even more likely locations were removed. Why did it happen? Who knows... After that, several people left, like Joe Staten. With less than a year to polish up the game and salvage what they can, it's no surprise the game came out the way it did. Like other companies, Bungie started work on DLC and the sequel before the original game even came out. There were areas within the game, that were mostly empty, but you could get into it. With how the content worked, using empty areas for a mission with a few recorded lines of dialogue would make development much easier. The fact that people could get into those areas before the DLC came out, led people to think that it was cut content. Nevermind the fact that the areas changed after the update. And for some reason, people seem to believe they just unlocked with that 9MB file on the PS or Xbox Store. But don't pay attention to the 8GB update beforehand on TBD and HoW, and the 18GB update on TTK.Wether or not the content is worth it is an entirely different story. But it wasn't cut. That's for sure. Add to the fact that the database had pretty much nothing in it, until after the updates, well, there you go.Arkham Knight. Woah dude. Content was most certainly cut from Destiny and then reworked into DLC. Shit from as far as The Taken King was there before release. You could see Saturn, the Citadel and the Vestian Outpost in the development videos, playable a year before release, Kings Watch and Seraphim Vault were accessible in the Alpha. The Dreadnaught was in some of the earliest concept art. And let's not forget about Old Chicago. Something tells me we will be seeing that sooner or later too.
