And yeah, Halo 5 shipping without forge further supports an awful precedent. The game should be cheaper because it's not included.

It's not like they're releasing it a few weeks after in a fully polished and finished state completely free of charge or anything... Oh, wait a second.
What would be better? Having it crammed in in an unfinished state just to keep people happy just for them to cry about it because it isn't 100%, or for them to push it back a few weeks to get it in a fully functioning state with minimal bugs and other issues.
Halo 5, even without Forge, offers more content than most other games do these days.

The entire reason Forge isn't out on launch is because they're putting effort into it. The only other option is a delay, and there's no point in that.
The reason it was pushed is so they can put the effort in to completely finish it, you berk.
