That looks really stupid. According to the people in the comments, 20 is the max level, and then you have to equip items in order to level up past that. That is fucking stupid.
Meh, I don't know too much about the leveling but I just play to play so not really that big of a deal to me. Plus you have 3 classes to play and level up so you're technically have 60 levels to rank up. But whatever I guess

Whoa, I totally gotta remember to check that out later... and maybe grab the PC version of DA2 sometime for the eventual trilogy runthrough like I did with ME.
