Judgement has an online population of like 400 at the most. Gears 2 has thousands of players, and Gears 3 has thousands more than 2. EPIC did not make Judgement, and Rod Fergusson, one of the leads from the original trilogy, will be part of the development team at Black Tusk Studios. They want to make a Gears game like the first three before making major changes as well to prove that they can actually make the game right.
The one thing Gears 3 did right though was horde.

The gameplay in Gears 3 was smooth and the cover and vaulting mechanics were refined. All three games had exceptional multiplayer maps. The maps are one of the greatest thing about the series.

But they lowered the skill gap immensely by adding in starting weapons that take no skill to use while still out preforming the ones that do which basically thew the competitive aspect of the game into the garbage bin.
I always use the Hammerburst and the Gnasher.

It was made by a completely different studio, made on a lower budget, made in a shorter period of time, and was not Microsoft's doing. That was when EPIC still ownder the Gears franchise and got bored with it. Rod Fergusson is now one of the project leads at Black Tusk and they are going to revive the series.
I'd say I was looking forward to a possible collection and Gears 4, but I lost all faith after judgement.
