Goodness gracious, great balls of lightning!
Mengsk's inauguration speech is damn good and makes me feel proud to be human.

Chairman Prescott's speech was pretty inspirational. I wish Obama would make speeches like this towards ISIS.

Sovereign's speech when it talks to Shepard sends chills down my spine. It doesn't care what Shepard or anyone else says because It knows that the Reapers will destroy everything.

Most of what Grigori says in Dragon's Dogma.
They're not inspirational or moving, but there's a weight to them when you're playing the game that makes them momentous.

Spoiler
"The rantings of an upjumped zealot make for tedious listening. His ilk serves no role in what is to come. Only my death will staunch the flood of destruction... a task still far beyond your means.
If you would face me, seek me out and I shall allow it. But heed the zealot's lesson well- when the weak court death, they find it.
Until then, I shall hold your little keepsake safe. Your Dragonforged will speak for my diligence in that. The choice falls not to me, nor to the whims of fate... it is yours alone."

The angel agreed to trade a set of white wings for the head of another demon. Overjoyed, the demon killed one of his own and plucked the head right off its still-warm body.

The angel then led the demon to heaven, where he underwent centuries of the cruelest tortures imaginable. Finally, the pain was so great that he lost consciousness - at which point his dark wings turned the promised shade of white.

"Peace is but a shadow of death,
Desperate to forget its painful past...
Though we hope for promising years.
   After shedding a thousand tears,
   Yesterday's sorrow constantly nears.
And while the moon still shines blue,
By dawn, it will turn to scarlet hue.
What an auspicious day for Alexandria. Garnet's ascension to the throne brought hope and peace to this kingdom. The people are overjoyed; they believe a wonderful future is ahead of them... But the celebration isn't over yet. It's time to really light things up! Your former master is here, Bahamut. Play a requiem for her and all of Alexandria!"

He was handled so well, he would appear to be a run of the mill bad guy at first but his words really had weight to them.

Rockets on my X
I've recently been getting into Fable again and I have to say, I actually quite enjoyed Lucien as a "villain." Not so much a boss fight, but his speeches were so well delivered. Charismatic.

Spoiler
"The world outside these marvelous walls is a corrupt, rotting husk. Reason is absolute. Instead of order there is only chaos. Chaos doesn't punish evil nor reward righteousness, chaos cuts innocent lives short and we would accept that as fate.

I beg to differ. You stand in the center of a great instrument of change, and with it I shall remake the world. And my creation, shall be unrecognizable in its perfection.

But my will alone is not sufficient, for such a monumental task. It is only through your toil, through your labors, through your conviction, that Albion will be transformed. Do not fear the sound you hear throbbing beneath your feet.

These sensations will be familiar as your own heartbeat. And as long your heart continues to beat, all I require from you is obedience. Now sleep..."

Spoiler
"Do you consider that a victory? You are merely delaying the inevitable. All that you've struggled for will be crushed under the majesty of the Spire. Why? Why must you interfere? What are you fighting to protect? The world that robs us of the things we love the most?

Is that what you think is worth preserving? You small minded fool! Do you think you're the only one to ever suffer loss? I asked the world for nothing but a family, and even that trivial request was too excessive. Such a cold world does not deserve it's own existence."

On a side note damn, I think I discovered Verb as a video game character.

His eyebrows sparkling, his white beard hangs down to his chest. The thatched mats, spread outside his chise, spread softly, his splendid attos. He polishes, cross-legged, his makiri, with his eyes completely absorbed.

He is Ainu.

The god of Ainu Mosir, Ae-Oine Kamuy, descendant of Okiku-Rumi, He perishes, a living corpse. The summers day, the white sunlight, unabrushed, ends simply through his breath alone.

Ummm. I think I might have had an answer at one point, but I can't really remember any speeches in games at all, let alone any good ones. I'll snoop around.

Five years ago, I lost 30,000 men in the blink of an eye...and the world just fucking watched. Tomorrow, there will be no shortage of volunteers, no shortage of patriots. I know you understand.

It's kinda become a meme, but that quote is so epic.

The assassin has overcome the final defense, and now he has come to murder me. In the end, what separates a man from a slave? Money? Power? No. A man chooses. A slave obeys. You think you have memories- a farm. A family. An airplane. A crash. And then, this place. But was there really a family? Did that airplane crash? Or was it hi-jacked? Forced down- forced down by something less than a man, something bred, sneak-walked to life, until activated by a simple phrase spoken by their kindly master. Was a man sent to kill? Or a slave? A man chooses. A slave obeys. Come in. Stop- would you kindly? Would you kindly- a powerful phrase. Familiar phrase? “Would you kindly head to Ryan’s office and kill that son of a bitch?” Sit- would you kindly? Stand- would you kindly? Run. Stop. Turn! A man chooses. A slave obeys. Kill! A man chooses! A slave obeys! OBEY!

This is not the greatest sig in the world, no. This is just a tribute.
Some of the most memorable video game dialogue for me has been the story narration in Ace Combat 4 and Pixie's interview and final mission dialogue in Ace Zero.
The former probably doesn't count, so

"I should have died that day. But I didn't. I dragged my wounded body and reached ground zero of the nuclear detonations. A barren, empty land. I felt an unbearable sadness when I witnessed that landscape. There were still people living there. They were the ones that saved me. It may be true that the world has no need of borders. But would getting rid of them really change anything? The world won't change for the better unless we trust people. Trust is vital in a peaceful world. But that will never happen. I'm still on the battlefield. Right now I'm near a border. I want to see for myself what borders really mean and what their volition really is. I may not find what I'm looking for, but I still want to try. Anyway, that's what I've come to believe, and I think that's enough. Will he see this video? If you do meet him, give him a message for me. 'Yo buddy, still alive? And thanks friend. See you again...

"War has changed. It's no longer about nations, ideologies or ethnicity. It's an endless series of proxy battles, fought by mercenaries and machines. War, and its consumption of life, has become a well-oiled machine. War has changed. ID tagged soldiers carry ID tagged weapons, use ID tagged gear. Nanomachines inside their bodies enhance and regulate their abilities. Genetic control. Information control. Emotion control. Battlefield control. Everything is monitored, and kept under control. War has changed. The age of deterrence has become the age of control. All in the name of averting catastrophe from weapons of mass destruction. And he who controls the battlefield, controls history. War has changed. When the battlefield is under total control, war... becomes routine."
