Skyrim is pretty empty besides the random encounters with mediocre dragons.

Maybe lifeless for them isn't a correct term but they are pretty damn lacking. The only life you come across are bears, wolves, mounting lions, rabbits and foxes. There's no creativity to them. In Lord of the Rings and the Shadow of Mordor game they have wolves and lions but here's the thing. They are based off of them and the creators spice them up. with the Elder Scrolls on the other hand it's just a copy of real life models with no creativity. The wildlife should have either been life based off of something with a fansty twist or made up things like in Morrowind. For a fantasy game it is lacking a lot on the fantasy part.

For the environment itself it does look like a forest but at the same time it is kinda empty for one. Last gen does have their limitations for forest but the PC shouldn't be limited by them. The forests for the PC version should look something like the ones we have in PA.

Look at how thick the tress are in that photo. The game doesn't have to be that thick but the PC version could have still looked a lot more closer to a forest and have more plant life to it as well.
