Maybe there's some type of failsafe that only allows a certain mass or volume through the grid at a given time.The other thing to note is that clearly the Gravemind was able to get outside the Quarantine Zone (we see this on how he grabs Chief from the lake), but the interesting question would be why he had no motivation to do so.I can theorize right now that maybe the Gravemind didn't want the Flood to consume the ring. If you think about it, no sentient life would land en mass on Delta Halo if the entire thing was Flood-ified. So he purposely limited the Flood to the Quarantine Zone until sufficient life with off-world transport presented itself. This seems to make sense, because once the Gravemind starts infesting High Charity, the Flood surges across Delta Halo and boarding hundreds of Covenant drop ships, forcing the Sangheili and Jiralhanae to form a temporary truce to cauterize Delta Halo.
That makes a lot more sense. Though his appearance under the lake shows that he must have infiltrated a good portion of the ring. I would presume his lair was in the quraantine zone.
