Enemies do get harder the further you go out, but only up until like level 40-50, once you get past that they just scale with you. I have no idea how much playtime I've put into the game, but there's no way I found and did everything, like wowYou should totally get The Witcher 3 if you're still in an open world RPG mood though. Or play Fallout: New Vegas, I'd suggest 3 but honestly it'll be really difficult to get into after having played 4

Make specialist characters, that's what I do. I got a all stealth character with the Deliverer and a maxed out 44. Magnum for when my stealth is blown. And then I got heavy weapons mcgee who never leaves his power armour. More fun I think than just being a jack of all trades. Not to just assume you do that, but a lot of people do, at least on their first playthrough.Also I think my settlement building is borked, because whenever I fast travel away from Sanctuary it says it has no resources whatsoever, like all my stuff is despawning. Says everything is 0 except for population, and then that goes down because the game thinks I got nothing there, even though I got 80 water, power and defence with 40 or so food and plenty of beds.Frustrating because it means it just stays at 60ish and I have to just stand in sanctuary to make it go up at all.
