It's either change or do the same thing every game and become stale and repetitive like Call Of Duty has. Albeit 343's changes weren't the best.

And I wouldn't see what the point of keeping custom loadouts would be if you took out custom armor abilities, and made a lot of the weapons less niche.It'd be better to promote even starts, than letting the gameplay be so inconsistent and plagued with things like plasma pistol + sticky grenade spawns, perks, and other detriments.
