It certainly can be, but that's not its primary function. If a game is entertaining and has an important social point to make, all the better. If it's just entertaining, it's still good. If it just has a social message or whatever, but isn't fun to play, then it has failed.

You can have a game that's full of expression, symbolism, and deep thought, while still being boring and unplayable (Mother 2). In the end, I'm not going to shell out $60 for a game that's biggest draw is a good storyline, especially if the game itself isn't fun.
