I feel the fact that he's not on Osiris makes him a huge waste of a charachter.
Spartan Ops built him up as this interesting and inquisitive character who actualy cared more about the universe at large than just shooting shit, and would have been nice to have in the game, especially for new players.

They died in augmentation, not training. Advances in technology and experience with what four Spartan program's has allowed the UNSC a nearly 100% success rate in their adult augmentations.

I would have preferred Macer in Buck's place, then make Buck and Romeo into Headhunters in the S-IV program. Or part of another squad. Like, with Thorne or Ray or that Wr Master spartan guy from Spartan Assault or something.
