in an effort to stretch out the Reclaimer saga, Chief would get significantly less time than Locke in Halo 5. Might as well be that Locke is the main character now. I didn't wait three years to play three missions as Chief and twelve as Locke

Well 343 have to push their OC into the spotlight and make him the new Hero. Who knows, maybe in Halo 6 they'll also replace Buck with Palmer and make their OC team the faces of Halo.

Locke is a lense to examine he Chief and they chose to show more Orsiris levels than Blue...it's because Chief and Blue team pretty much aren't even in the FREAKIN GAME. I don't care if Blue Team doesn't have the most screen time as long as Osiris are interesting and good characters. I don't see it written down as fact that main series games need to be Chief. Like, Arbiter was my favourite part about Halo 2 easily. Besides, you have Halo CE, 2, 3 and 4 to play as Chief, it's a non-issue.

To be honest though, I wouldn't be surprised if theyre going to use that void to write a book/comic set during the time frame so we know more about what Chief and Friends got up to.

It could be the case that Blue Team has much longer missions than Osiris. The Blue Team mission that was shown was around 40 minutes long while the Osiris missions have been 15-20 minutes. 343i did say that Blue Team's missions would take place at key points in the plot or something similar so perhaps they've been given longer missions to ensure that they get enough playtime while still only being playable at said points.
Just a theory, could be completely wrong.
We could still get time with them in Osiris cutscenes, too.

Blue Team's missions are like twice/three times as long as Osiris'.

Nor is it hypocritical. Just because we aren't playing as Chief for the majority means fuck all. He can still be fleshed out as a character. You don't need to be playing as him for that.
