No it wasn't. It was very much playable.

So was Unity and MCC but they still had parts that were broken

For Halo 4 file share and theater were broken for a long time before 343i fixed it. And 343i had tons of problems with users having to pay for dlc that was included in the season pass.

None of that affected how the game actually played. Halo 4 was very much playable at launch.
Both SP and MP worked at launch.
And any dev team that's understaffed during the development of a game is going to have problems.

Unity on the other hand is a mess.
-Piss poor framerate
-Glitches out the ass
-Severe pop in
Ubisoft is a massive company and has the ability to undertake big games like Unity, yet they still massively fucked up (even more than AC3).
They don't have an excuse for Unity being broken.

Hopefully the story is more interesting
