Tom Oh, whose codename happens to be Major Zero.

Although, to be fair, The Boss's actual name is "The Joy", which fits in perfectly with her team, most of which are named after emotions (except for The Pain and The End, for some reason.)

The Boss's only called "The Boss" because Snake needed to surpass her to become Big Boss, which is another poor name.
