Consoles. You need VATS in Fallout on consoles because it's so clunky, but on PC it's fine.

Much as I'd like to disagree with Verb on VATS, he does have a point. On PC it's cool because you can actually aim and shoot (at least in NV), but on console you basically NEED VATS to play the game. But because of that, it gets boring after like the 10th time, so you're just stuck in this cycle of slow mo bullshit.
