If it was just a one on one fight then the Vindicare would win without a shadow of a doubt, not only are they better trained and have better equipment they generally have a lot more skill and battlefield experience. Rangers are mostly just Eldar who got fed up with the strictness of the Craftworlds and went to go sightseeing which is why they're much better suited as scouts rather than combatants.
