I'm thinking about getting into the MGS franchise. Where do I start?

T4R. What games and other media should I get and what consoles do I need to play them?

Ideally, you need a PS3 because you can pretty much play the whole series on it.

Anyone who says to play it in chronological order is retarded and you shouldn't listen to them. Play in order of release so the story will unfold as Kojima intended, and you will see how the gameplay changes over the years. I reccommend getting the Legacy Collection because it has every game up to Peace Walker.

The order you should play it is:
Metal Gear 1 &2 (MGS3 has them both on it. These are the first 2 games, back from the 80s)
Metal Gear Solid
Metal Gear Solid 2
Metal Gear Solid 3
Metal Gear Solid 4
Metal Gear Solid: Peace Walker. It's a sequel to MGS3, but it came out after MGS4. It leads into Ground Zeroes.
Metal Gear Solid: Ground Zeroes. If you can get it on PS3 then great, but I highly reccommend you play it on PS4 if possible.

Get a PS3.
Buy the Legacy Collection.
Play them in order of release.

Legacy Collection has:
Metal Gear 1 (found in MGS3's menu)
Metal Gear 2(found in MGS3's menu)
Metal Gear Solid (and the VR missions, but you don't need to play those)
Metal Gear Solid 2
Metal Gear Solid 3
Metal Gear Solid 4 (PS3 only, which is why it's best playing them on PS3)
Peace Walker
Ground Zeroes (currently free on Xbone if you have Gold)
Phantom Pain releases September 1st

You CAN emulate MG~Peace Walker but you'll miss out on MGS4 and Ground Zeroes/The Phantom Pain.

I'll reiterate what Sean said: DON'T PLAY IN CHRONOLOGICAL ORDER.

[Metal Gear Solid: Portable Ops - Emulation/PSP]
Metal Gear Solid 4: Guns of the Patriots - PS3
Metal Gear Solid: Peace Walker - Emulation/PS3/PSP
Metal Gear Solid V: Ground Zeroes - Xbox 360/PS3/Xbox One/PS4

Anything in "[ ]" is optional.

Also, Kojima said there will be some inconsistencies in The Phantom Pain so don't worry too much. It happens.

Metal Gear 1 and 2 are a good starting point but can be skipped without much difficulty understanding the lore. Solid is the ideal jumping on point.

I started it and never finished. It go so repetitive and difficult that I lost interest. I don't even remember what was going on with the story.
