I think the reason for the T-60 and the T-45 being so similar is because D.C and Boston are relatively close to each other.

Now T-60 is the most advanced form of power armor before the War, and was introduced after Anchorage. Personally, I dislike this explanation. There's no reason the PS4 version should run any worse than the X1 version.
